Myanmar: Press bill falls far short of international law and would leave press open to abuse-BURMESE /ENGLISH
The press bill published on Wednesday in state-run media is deceitful, undermines the right to free expression, gives the appearance that the information ministry has power over the drafting of the media law and revives the draconian 1962 Press Act, which allowed journalists to be imprisoned for up to seven years, Eleven Media Group said today in a statement calling on journalists and their associations to denounce the draft law.
The press bill released by the Ministry of Information interfered in the drafting process currently underway by the Press Council, which was formed by the government with the task of drafting the law, the statement said.
Eleven Media called on all media groups and journalists to strongly oppose the bill published in state-run media yesterday and to only accept the media law currently being drafted by the press council.

Rebel ethnic armies to attend Shan national conference next month

Shan and Kayah armed groups will attend the Shan national conference in Lashio, northern Shan State, next month, representatives said.
Eleven political parties and 14 armed Shan and Kayah groups that have made peace with the government have been invited to the conference, according to the Shan National League for Democracy, which is organising the conference.
The political parties represent various ethnic groups – Shan, Kokant, Pao, Danu, Inn, Wa and Kayan – and the 14 armed groups comprise eight Kayah and six Shan armies, said league secretary Sai Nyunt Lwin.
“The situation between government army and Shan State Army will not disrupt the conference,” he said, referring to the armed clashes between government and ethnic troops that took place on February 19 and 20.
The clashes occurred between “low-level troops”, President’s Office Minister Aung Min said last week.
The theme of the Shan conference is “building trust for peace”. It is the second of a three-step process, Shan representatives said. The first step was a three-day meeting in Yangon last November and the third step will be a conference drawing representatives from all ethnic groups and the government.

ဖြစ်ပွားပုံမှာ ဖေဖော်ဝါရီ ၂၆ ရက် နံနက် ၁၁ နာရီခွဲခန့်တွင် တိုင်းဒေသကြီးအဆင့်နှင့် ခရိုင်အဆင့် ဌာနဆိုင်ရာ တာဝန်ရှိသူများက ပလောင်ကျေးရွာ အမက၌ ရွာသူရွာသား ၁၅ဝ ခန့်ကို တွေ့ဆုံပြီး ငါးကန် ပြုလုပ်ထားသည့် မြေများနှင့် ပတ်သက်၍ အပြန်အလှန်ဆွေးနွေး ညှိနှိုင်းမှုများ ပြုလုပ်ခဲ့ကြသည်။
ထို့နောက် မွန်းလွဲ ၂ နာရီခွဲခန့်တွင် အခြေအနေအရ လိုအပ်၍ ခရိုင်အုပ်ချုပ်ရေးမှူးက တားမြစ်မိန့် ပုဒ်မ(၁၄၄) ကို ထုတ်ပြန်ခဲ့သည်။
ယင်းနောက် မွန်းလွဲ ၂ နာရီခွဲခန့်တွင် တာဝန်ရှိသူများက ကန်ပေါင်ပေါ်တွင် ရောက်ရှိနေသည့် အင်အား ၁၅ဝ ခန့်ရှိ လူအုပ်စုနှင့် ထပ်မံတွေ့ဆုံ ဆွေးနွေးခဲ့ကြသဖြင့် အဆိုပါ လူအုပ်စုမှာ ပြန်လည်ထွက်ခွာ သွားခဲ့ကြသည်။
သို့ရာတွင် ညနေ ၅ နာရီခွဲခန့်တွင် လူအင်အား ၁၅ဝ ခန့်သည် တုတ်၊ ဓားလက်နက်များ ကိုင်ဆောင်၍ ပြန်လည် ရောက်ရှိလာကြသဖြင့် ကန်ပေါင်တွင် လုံခြုံရေးတာဝန် ယူထားသော ဌာနဆိုင်ရာ ပူးပေါင်းအဖွဲ့နှင့် လုံခြုံရေးတပ်ဖွဲ့များက အေးချမ်းစွာ ပြောဆို၍ တားဆီးခဲ့သော်လည်း လိုက်နာခြင်းမရှိဘဲ ရဲတပ်ဖွဲ့ဝင်များနှင့် တိုက်ခိုက်မှု ဖြစ်ပွားခဲ့သည်။ လုံခြုံရေးတပ်ဖွဲ့ဝင်များက ခြောက်လှန့်ပစ်ခတ် လူစုခွဲ သော်လည်း လူစုကွဲမသွားဘဲ ညနေ ၆ နာရီမှ ၆ နာရီ မိနစ် ၅၀ ခန့်အထိ ဆက်လက် တိုက်ခိုက်မှုဖြစ်ပွားခဲ့ရာ လုံခြုံရေး တပ်ဖွဲ့ဝင်များဘက်မှ အရာရှိနှစ်ဦး၊ အခြားအဆင့် ၂၈ ဦးနှင့် အရပ်သား ၁၅ ဦးတို့ ဒဏ်ရာ ရရှိခဲ့ကြောင်း သိရသည်။
ဆေးဝါးကုသမှုခံယူ
အဆိုပါ ဒဏ်ရာရရှိသူများ အနက်မှ ရဲတပ်သား ရဲကျော်သူမှာ ဒဏ်ရာပြင်းထန်သဖြင့် မအူပင်မှ ရန်ကုန် ပြည်သူ့ဆေးရုံကြီးသို့ ပို့ဆောင်၍ ဆေးဝါးကုသမှု ခံယူစဉ် ဖေဖော်ဝါရီ ၂၇ ရက် နံနက် ၉ နာရီတွင် ကွယ်လွန်သွားခဲ့သည်။
အလားတူ အရပ်သား ၁၅ ဦးတို့သည် ဖူးရောင်ပေါက်ပြဲ ဒဏ်ရာများဖြင့် မအူပင်ဆေးရုံသို့ ဖေဖော်ဝါရီ ၂၆ ရက် ည ၇ နာရီခွဲတွင် ရောက်ရှိလာခဲ့ပြီး ဆေးကုသမှု ခံယူလျက်ရှိကြောင်း သိရသည်။
တည်ငြိမ်မှုရှိ
ယခုအခါ အဆိုပါနယ်မြေတွင် တည်ငြိမ်မှု ရှိနေပြီဖြစ်ကြောင်း ပြည်ထဲရေးဝန်ကြီးဌာနမှ သတင်းရရှိသည်။
