Yunnan worst hit by drug trafficking in China

KUNMING, Feb. 26 (Xinhua) — Drug trafficking in southwest China’s Yunnan Province remains a major problem after border police seized nearly five tonnes of narcotics in 2012, provincial border police said Tuesday. Border police in Yunnan captured 2,820 suspects in 2,458 drug cases, seizing a total of 4.95 tonnes of narcotics last year, up 43 percent compared with 3.45 tonnes in 2011. The drugs seized by border police accounted for 31 percent of the province’s total last year. It was also more than 80 percent of the country’s total of narcotics seized by border police. Narcotics from abroad have been smuggled into Yunnan via multiple channels such as land, water and air transport in addition to postal services in recent years, said a provincial border police officer. Yunnan, which has a 4,060-km-long border with Myanmar, Laos and Vietnam, suffers from the notorious international drug source of the “Golden Triangle.” In 2011, Yunnan seized 13.6 tonnes of narcotics in total, up 45.3 percent year on year. The drugs included 7.7 tonnes of methamphetamine, commonly known as “ice”, and 4.9 tonnes of heroin, which accounted for 60 percent and 70 percent of the country’s total respectively. Police in southwest China’s Yunnan Province announced Monday that they have detained a drug trafficker from Myanmar and confiscated 14.9 kilograms of heroin. The suspect was caught carrying 29 packages of heroin while crossing the China-Myanmar border in Gengma county in the city of Lincang at 11:35 p.m. on Sunday, a spokesman with the Lincang Public Security Bureau said. The 32-year-old suspect confessed that she brought drugs across the border before being caught, the spokesman said. Police are further investigating the case.

THAILAND-BURMA: Dawei road expansion plan shelved

The planned expansion of a motorway linking Thailand to the proposed Dawei deep-sea port project in Myanmar has been postponed.

The Office of Transport and Traffic Policy and Planning (OTTPP) said expanding the motorway from four lanes to eight on the Thai side of the border is unnecessary for the time being.

The 110-kilometre road would link Dawei in Myanmar to Kanchanaburi in Thailand.

Chula Sukmanop, director of the OTTPP said the Dawei road link expansion project would pose high investment risks.

His findings were issued in a report on the Dawei joint development project submitted to Transport Minister Chadchat Sittipunt.

The report comes ahead of the third meeting of the joint steering committee for the Dawei project, set for March 6-8 in Chon Buri.

The OTTPP had analysed estimates of the cargo volume expected at the Dawei deep-sea port and found the figure was too high.

The transport volumes are not sufficient to justify expanding the motorway, the report said.

Indian Colonel Ajay Chaudhary arrested on drug smuggled

An Army Colonel and five others were on Sunday arrested by Manipur police in Chandel district after they were allegedly caught carrying illicit drugs valued at Rs15 crore meant to be smuggled out to Myanmar, in one of the biggest such seizures in the state.

The contraband was found inside three vehicles at Pallel, state police said in Imphal, adding they had taken into custody Defence PRO Ajay Chaudhary, his assistant RK Babalu, IndiGo assistant manager Brojendro Singh, besides three others.

“Colonel Ajay Chaudhary has been arrested this morning by the Manipur police along with five other persons. We have been made to believe that certain contrabands have been recovered,” Army Spokesperson Colonel Jagdeep Dahiya said in Delhi.

The Army promised strict disciplinary action, if any personnel was found involved in the case.

“We would like to state this much that if he is found guilty as per the law of the land, strict disciplinary action will be taken against him,” Dahiya said, adding “we will get involved in the process when we are formally approached”.

The six were interrogated at the Pallel police station, about 45 kms south-east of here, police said, adding that a case has been registered and they will taken to Kakshing police station in Thoubal district.

The drugs included tablets of Respifed, Omkop, Hilcold, Polyfed and Actidin and were worth Rs15 crore, they said, adding it was one of the biggest drug hauls in the state.
