Sittwe: The Arakan state government has implemented a project in Arakan state capital Sittwe with 669 homes that are being constructed for Arakanese Buddhist refugees who left their homes in the sectarian violence in Arakan state which took place in June and October last year.

U Aung Mra Kyaw, an Arakan state lawmaker from Sittwe Township, says the project for homeless Buddhist refugees is being implemented at Sat Ro Kya area near the so called economic zone which is located at either side of Sittwe where Sat Ro Kyaw creek flows.

“Many construction companies are now constructing 669 homes in the sat Ro Kya area to be filled by the refugees. The project will be completed within two months between February and March . It is a part of a government rehabilitation plan for homeless people who are now sheltering in refugee camps and monasteries,” he said.

The authority has not allowed the refugees to rehabilitate in their previous homes in Sittwe which were burned down during the violence.

“I totally supported the government plan preferring the area of outskirts for the refugees than the previous areas. The former area is crowded and jumbled. It is also a plan of the government to extend the area of Sittwe to the outside of town,” he said.

The authority is also preparing to construction of a concrete bridge over Sat Ro Kya creek to communicate between  the downtown of Sittwe and the area of Sat Ro Kya.

U Aung Mra Kyaw says that the Arakan state government already allocated a budget for the bridge construction and will construct the bridge very soon.

According to official sources, the cost of a home constructed by the government is 4 million kyat which is reportedly proved by foreign governments and international INGOs.

The sectarian violence which took place in June has left over 10000 families numbering around 70, 000 people homeless in Sittwe, the capital of Arakan state.

It is the first step arranged by the Arakan state government for homeless refugee’s rehabilitation seven months after sectarian violence that took place Arakan state in June 2012.

“ I think Arakan’s state government will implement another rehabilitation plan for Muslim refugees within the year. It is the first step for Arakanese Buddhist refugees and the next step will follow soon,” said U Aung Mra Kyaw.

A local resident in Kyuk Pru, U Thanda Maung, told Narinjara over the phone that the MGC company and LIB 543 battalion has been mining (exploding) the rock everyday to produce rock for the Shwe gas project.

“On the mountain, there are 54 ancient cave pagodas built by Arakanese King Minba in the 15th century. The pagodas are threatened due to the production of rock by mining. Young organizations in our town complained to the District Chairman about the matter but have not received any reaction or response up to now,” he said.

The rock Mountain is locally known as Kyauktalone, 3 and half miles away from downtown Kyauk Pru.

Local residents have sent information to U U Ba Shin who is a lawmaker in parliament in Kyauk Pru Township to immediately thwart the production of rocks from the mountain by mining.

Replying to Narinjara, U Ba Shin who is now attending in parliament in Naypyidaw said that he received information from residents from Kyauk Pru and he is trying to take action in accordance with present law. Mr. Thomas Quintana urged the parliament to amend the 1982 Myanmar Citizenship Law, equal citizen’s rights to all nationals.

The United Nations’ Special Rapporteur for Human Rights to Myanmar, Mr. Thomas Quintana, says he has urged the parliament again to amend the 1982 MyanmarCitizenship Law to give equal citizen’s rights to all nationals.

He made the demand during a meeting with local and foreign media yesterday.

“Dialogues with mutual respect would not emerge as long as there are discriminations based onnational citizenship and faith,” Quintana said. “That’s why I want to reiterate that the parliamentshould amend the 1982 citizenship law so that everyone in the country can have equal rights to become citizens.”

He said he got no single word of promise to amend the law but urged government officials to continue possible measures to do that.

This is the seventh time the UN envoy has come to Myanmar. While in the country, he traveled to conflict areas and refugees camps in Rakhine and Kachin states and visited the prisons.

He also visited some political prisoners, one of whom was Dr Tun Aung from Sittwe Prison in Rakhine State. Dr Tun Aung is serving a 12-year jail term after being charged with his alleged involvement in the riots between Rakhine nationals and Bengalis in June last year.

“I assume he (Dr Tun Aung) is also a prisoner of conscience. We discussed that if he was released, how he would serve as a bridge to have negotiations between these two societies,” Quintana said.

He also expressed his disappointment over the government’s continued detention of four INGO staff members in Rakhine State without clear charges against them.

For the involvement in the Rakhine conflicts, 811 Bengalis and 137 nationals are under arrest but they don’t reportedly include women and children.

Unauthorised religious building dismantled following neighbourhood clash-videos

A clash in a township in suburban Yangon led to the dismantling on Sunday of an unauthorised religious building that some local residents did not want near their homes, local residents and officials said.

The Yangon City Development Committee had approved a plan to repair a religious teaching school in Manpyay Ward (3) of Tharkayta Township, but builders attempted to turn the school into a prayer hall, officials said.

After a clash between residents who did not want a prayer hall in their neighbourhood and those that did want one, municipal authorities and local residents dismantled the structure.

Local residents accused the builders of attempting to use a permit to repair a school to build a mosque.

Ward headman Ko Than Oo said local residents had requested that the builders refrain from building a mosque on numerous occasions.  “We asked them not to build a mosque three or four times. In the middle of 2012, we requested this again,” he said.

A member of the YCDC stressed that the building was dismantled because it breached the permit granted for repairing the school.

“Our department gave them a permit to repair the religious teaching school without changing or adding to its original design. However, the builders breached the official permit and as a result we dismantled the structure,” the committee member said.

A concrete water basin and prayer hall had been added to the school without permission, officials said.

Local residents said that the minor clash was not sectarian and that personal and group interests had fuelled it.

The dispute had more to do with lifestyles than religion, they said.
