Letting perpetrators in Egypt get away with sexual harassment and assault has fuelled violent attacks against women in the vicinity of Tahrir Square in recent months – continued impunity will only lead to further crimes, Amnesty International warned today in a new briefing.

Based on the accounts of survivors and activists gathered by Amnesty International, mob-led sexual assaults follow a clear pattern.

Women are attacked alone or separated from friends by a group of men that quickly escalates in number; the survivors are dragged inside the mob as hands and sometimes weapons violate their bodies and the men attempt to remove their clothes.

“Horrific, violent attacks on women including rape in the vicinity of Tahrir Square demonstrate that it’s now crucial President Morsi takes drastic steps to end this culture of impunity and gender-based discrimination, and for all political leaders to speak out,” said Hassiba Hadj Sahraoui, Deputy Director for the Middle East and North Africa at Amnesty International.

“Impartial, thorough investigations are vital to determine whether these mob attacks are co-ordinated by state or organized non-state actors and ensure perpetrators are brought to justice.

“မေန႕ညက က်ေနာ္ အီးေမလ္လိပ္စာနဲ႕ ဖိတ္စာကို ေပးပို႕လာတာ ျဖစ္ပါတယ္။ က်ေနာ္တို႕ ဘက္က အဲဒီညစာစားပြဲကို တက္ေရာက္ဖို႔ အစီစဥ္ မရွိပါဘူး။ ဘာျဖစ္လို႕လဲဆိုေတာ့ က်ေနာ္တို႕႐ိွေနတဲ့ နယ္ေျမထဲမွာ အစိုးရတပ္ဖြဲ႕ေတြက အေၾကာင္း မ်ိဳးမ်ိဳးျပ ျပီးအင္အားေတြ တိုးခ်ဲ႕ ခ်ထားေနလို႔ ျဖစ္ပါတယ္။ ျပီးေတာ့ စစ္ေၾကာင္းေတြနဲ႕ လည္း က်ေနာ္တို႕ ႐ိွတဲ့ေနရာေတြကို စစ္ဆင္ေနတယ္။ တဖက္က မီး၊ တဖက္က ေရေပါ့ဗ်ာ ေျခာက္တခါ ေခ်ာ့တလွည့္ နည္းနဲ႔လုပ္ေနတယ္လို႕ဘဲ ျမင္ပါတယ္။” ဟုဆိုပါသည္။

အစိုးရမွ တည္ခင္းဧည့္ခံေသာ ၆၆ ႏွစ္ေျမာက္ ျပည္ေထာင္စုေန႕ ညစာစားပြဲသည္ ေနျပည္ေတာ္႐ိွ သမၼတအိမ္ေတာ္ဝင္းအ တြင္း၌ ေဖေဖာ္ဝါရီလ ၁၂ ရက္ေန႕ ညေန ၁၈ နာရီမွ ၂၁ နာရီထိ က်င္းပၾကမည္ ျဖစ္ပါသည္။

PSLF သည္ ထိုဧည့္ခံပြဲသို႔ တက္ေရာက္မည္ဆိုပါက ၄င္းတို႔၏ အမ်ိဳးသားဝတ္စုံျဖင့္ တက္ေရာက္ႏိုင္ပါေၾကာင္း ျပည္ေထာင္ စု ၿငိမ္းခ်မ္းေရး ေဖၚေဆာင္မွဳ လုပ္ငန္းေကာ္မီတီဗဟိုအဖြဲ႔ အတြင္းေရးမွဴးျဖစ္သူ ဒုတိယဝန္ႀကီး ေအာင္သိမ္းက ဖိတ္ၾကားလႊာတြင္ ေရးသားထားပါသည္။
PSLF ကမူ အစိုးရ၏ ဖိတ္ၾကားခ်က္သည္ စစ္မွန္ေသာ ၿငိမ္းခ်မ္းေရးဘက္သို႕ ဦးတည္ေသာ ဖိတ္ၾကားခ်က္မ်ဳိး မဟုတ္ ေၾကာင္း၊ ႏိုင္ငံေရးအျမတ္ထုတ္ရန္ ရည္႐ြယ္ခ်က္ျဖင့္ လုပ္ေဆာင္ေနျခင္းသာ ျဖစ္သည္ဟု တာအိုက္ဘုန္းက ဆိုပါသည္။

“က်ေနာ္တို႕အဖြဲ႕နဲ႕ တရားဝင္ေတြ႕ဆုံေဆြးေႏြးျခင္း တခါမွမလုပ္ခဲ့ဘဲနဲ႔ ဖိတ္ၾကားတာဆိုေတာ့ စဥ္းစားစရာကို ျဖစ္ေနပါတယ္။ ကခ်င္ျပည္နယ္ဘက္က တိုက္ပြဲသံေတြရပ္ေတာ့ က်ေနာ္တို႕ဘက္ကို တိုက္ပြဲက အဆင္သင့္ ေရာက္လာေတာ့မယ္ဆိုတာ ႀကိဳျပီး တြက္ထားပါတယ္။ ဖိတ္တာကို အေၾကာင္းျပျပီးေတာ့ က်ေနာ္တို႔လက္မခံတဲ့အတြက္ တိုက္တယ္ေပါ့ဗ်ာ အဲဒီအခ်ဳိး မ်ဳိးပါဘဲ” ဟု ဆိုပါသည္။

ဤကဲ့သို႔ ဖိတ္ၾကားခဲ့ေသာ္လည္း ျပီးခဲ့သည့္ ေဖေဖာ္ဝါရီလ (၃) ရက္ေန႕တြင္ ခလရ (၁၃၆) မွ အင္အား ၁၀၀ ေက်ာ္သည္ PSLF အေျခခံစခန္းျဖစ္ေသာ မုန္ဂ်ီေက်း႐ြာသို႕ ေရာက္႐ိွလာပါသည္။ ထို႔အျပင္ အစိုးရစစ္ဆင္ေရး တပ္မ်ားသည္ လာ႐ိႈးမွ ကြတ္ ခိုင္ၿမိဳ႕နယ္သို႕ စစ္ကား (၄) စီးျဖင့္ ထပ္ေရာက္လာပါသည္။ ဤသို႔ေၾကာင့္ စစ္ဆင္လာေသာ အစိုးရတပ္မ်ားႏွင့္ KIA တပ္မဟာ (၄)၊ လက္ေအာက္ခံ တပ္ရင္း (၂) မွ တပ္ခြဲ (၅) ျပည္သူစစ္တပ္ဖြဲ႕တို႔သည္ မုန္ဂ်ီ-မုန္းေပၚတြင္ မိနစ္ ၂၀ ခန္႕ တိုက္ပြဲျဖစ္ပြားခဲ့ရသည္ဟု ဆိုပါသည္။

BURMA -MYANMAR : Impending release of aid to those in Kachin State

The Union Peace-making Work Committee and KIO held negotiation at Shweli on 4 February.

They agreed to hold further negotiation for reaching lasting truce and emergence of a monitoring system for conflict regions.

In the aftermath of armed conflicts in Kachin State, the government is arranging to reconstruct houses, reopen schools and hospitals and let enter humanitarian assistance for internally displaced persons.

After being met with increased pressure to alleviate humanitarian issues in the country’s worn-torn regions, the Myanmar government has agreed to grant the UN and international aid groups access and to  displaced civilians in Kachin State. The news comes after a Tuesday press release in which Ye Htut, a spokesperson for President Thein Sein, said the UN and international aid groups would be allowed to start relief operations in all internally displaced persons (IDP) camps in Kachin State.
The statement came right after a meeting with the Myanmar government and the Kachin Independence Army (KIA) in China’s Yunnan Province, where the two sides  agreed to cease their fighting and pursue peace talks.
The government of Myanmar had  previously blocked international relief from reaching thousands of civilians in Kachin state.

Mr. Ye Htut  preferenced his statement by adding that relief agencies and the government would still need to discuss how to ensure security for aid workers in IDP camps in government and rebel-controlled areas. His released statement also suggested arrangements have not yet be solidified and start dates are tentative.
Since the start of the violence in Myanmar’s Northern regions, the government has  repeatedly turned down requests by the UN, the US and the UK to allow international aid to reach IDP camps. Some international aid reached the NGOs through China but, in recent months support dried up.

According to UN estimates from December 2012, more than 45,000 IDPs are living in more than a dozen camps in areas along the Sino-Myanmar border, while another 30,000 Kachin live in government-controlled camps further south.
The intensified fighting has worsened transport routes and increased the difficulty of dispensing aid to areas in need.
Earlier in the week, the UN Secretary-General’s Special Adviser on Burma Vijay Nambia visited government-controlled camps at Kachin State capital Myitkyina and at Waimaw, in order to assess the situation.  During his visit Mr. Nambia expressed hope and promise in working with those in the IDP camps and throughout the region.

A Lieutenant, dressed in his uniform, was arrested by ONCB with 1.3 million methamphetamine tablets and 30kg of crystal methamphetamine hidden in the panels of his black Ford Ranger pickup truck.

On 10th January, 2013, at 5:30 p.m., Vichai Chaimongkol, director of Office of the Narcotics Control Board (ONCB) Region 5, with Pol. Maj. Gen. Wanchai Suwansirikhet, commander of Chiang Rai station, Pol. Col. Weerawuth Chaichanamongkol, superintendent of Mae Chan station, Chiang Rai, with officers of Maejan station with Narcotics Suppression Bureau (NCB) and officers from ONCB Region 5 had enlisted forces to expand the search to arrest drug dealers in Mae Suai and followed a black Ford Ranger, suspected from delivering a large package of drugs. The driver realized he was being followed and sped away to escape. The cars reached Mae Chan where they managed to cut in front of the truck and stop the truck.
Police found the driver, Mr. Surapol Phromvijit, dressed in a lieutenant’s uniform with the identity card of Internal Security Operational Command stating that he was a special officer with responsibilities of border patrol and international security intelligence.
While the officers were arresting Mr. Surapol, he boasted to the officers about who he was and refused to allow them to search the truck. However, police enacted the search anyway and found over 1,300,000 yaba pills hidden in the back seat of the cab and 30 kg of ice. He was arrested and taken to Region 5 Police Bureau.
This is not the first arrest of officers delivering drugs, with the latest case in Nan in 2012 when a Lieutenant and four non-commissioned officers were arrested delivering drugs in a police car from Chiang Rai to Ayutthaya.

The Chiang Mai investigators continue their search into the now disgraced ex-policeman Phermsak Kawin, age 41 who was arrested at a police checkpoint in Fang with 17,800 methamphetamine tablets to deliver to customers in the city. He told police at the time that he had been hired by Muser tribesmen in Myanmar to deliver the drugs for 100,000 Baht.
However, further investigation shows that the ex-policeman was doing more than delivering and police obtained a search warrant for his rooms in Chiang Mai where they found 200 grams of heroin, 1,800 grams of Ya-ice or crystal methamphetamine and 1,000 pills of yaba as well as drug paraphernalia. He has been re-arrested and faces further legal proceedings.
