Phyo Wai Aung, 32, an engineer who was charged with alleged involvement in a 2010 bombing at the X2O Water Festival pavilion in Rangoon, was sentenced to death by an Insein Prison Court on Tuesday. 2012

the court handed down the death sentence based on charges that included premeditated homicide, unlawful association and violations of the Immigration Act. Phyo Wai Aung pleaded innocent to the charges and said he was tortured during interrogations.

Lawyer Kyaw Hoe said that he would submit an appeal against the verdict issued by Judge Aung Thein of the Rangoon Region Northern District Court in Insein Prison.

“We are not satisfied with the verdict because the legal processes were unfair,” Kyaw Hoe said. “We told the court that he [Phyo Wai Aung] was tortured and forced to confess, so it [the confession] is not legal according to the law. But the court did not accept that so we will appeal.”

A death sentence can only be carried out after the appeal period has expired, he said. Burma has not executed a prisoner since 1988.

On Sunday, the Asia Human Rights Commission issued a statement citing a litany of abuses in handling the Phyo Wai Aung case, including illegal arrest, illegal detention, torture, illegally obtained confession and a closed trial. “၁၂။ ႏိုင္ငံသားျဖစ္မႈသည္ ႏိုင္ငံေတာ္အခ်ဳပ္အခ်ာအာဏာ၏ အစိတ္အပိုင္းတစ္ရပ္သာျဖစ္ပါသည္။ သို႔ပါ၍ အခ်က္အလက္မျပည့္စံုပါက လိုအပ္သည့့္အခ်ိန္ရယူရပါေၾကာင္း ႀကိဳတင္အသိေပးအပ္ပါသည္။”

ျပည္သူလူထုထံ အသိေပးအေၾကာင္းၾကားျခင္း
၁။ ေမြးရာပါႏိုင္ငံသားမ်ားအတြက္ မိုးပြင့္စီမံခ်က္မ်ားျဖင့္ ႏိုင္ငံသားစိစစ္ေရးကတ္ျပားမ်ားအား ေျဖေလွ်ာ့ျခင္းမ်ားျပဳလုပ္၍ၽႏိုင္ငံတစ္၀န္းကြင္းဆင္းေနပါသည္။
၂။ (၁-၇-၂၀၁၁) ရက္ေန႕မွ (၁၅-၁-၂၀၁၃)ရက္ေနကအထိ ႏိုင္ငံသားစိစစ္ေရးကတ္ေပါင္း ၃၀၇၉၀၉၄ ထုတ္ေပးျပီးျဖစ္ပါသည္။
၃။ မိုးပြင့္အဆင့္(၅) အား(၁-၄-၂၀၁၃) ရက္ေန႕တြင္ ျပန္လည္စတင္မည္ျဖစ္ျပီး၊ ႏွစ္လ ကြင္းဆင္း ၊ ႏွစ္လျမိဳ႕နယ္ရံုးတြင္ေဆာင္ရြက္ေပးမည့္စနစ္ျဖင့္ စဥ္ဆက္မျပတ္ေဆာင္ရြက္သြားပါမည္။
၄။ ေသြးေႏွာျပည္သူမ်ားအတြက္ အေျခခံမွတ္တမ္းျဖင့္ တိုက္ဆိုင္စိစစ္ရန္လိုအပ္ခ်က္အရ ျမိဳနယ္ရံုးမ်ားတြင္သာေဆာင္ရြက္လ်က္ရွိပါသည္။
၅။ ႏိုင္ငံသားစိစစ္ေရးကတ္အတြက္ အမ်ားဆံုး၂၈ ရက္၊ ကတ္အသစ္ျပဳလုပ္မွဳ( ၆ )က်ပ္၊ လဲလွယ္မွဳအတြက္(၃) က်ပ္၊မိတၱဴျပဳလုပ္မွဳအတြက္ (၁၀)က်ပ္ႏွင့္ အိမ္ေထာင္စုစရင္း(ေနခ်င္းျပီး အခမဲ့) ေဆာင္ရြက္ေပးေနပါသည္။
၆။ ျပည္သူမ်ားဘက္မွလိုအပ္ခ်က္မွာ ဓါတ္ပံု(၃)ပံု၊ ေသြးစစ္ခ်က္၊အိမ္ေထာင္စုစရင္းမိတၱဴ ၊ မိဘႏွစ္ပါး၏ကိုင္ေဆာင္လက္မွတ္မိတၱဴ၊ ရဲစခန္းႏွင့္ရက္ကြက္/ေက်းရြာအုပ္စု အုပ္ခ်ဳပ္ေရးမွဴး ေထာက္ခံခ်က္တို႕ျဖစ္ျပီး ၄င္းတို႕အတြက္ကုန္က်စရိတ္မ်ားသည္ ဌာနသို႕ေပးသြင္းရျခင္းမဟုတ္ဘဲ ျပင္ပသို႕ေပးေခ်ရသည့္ ကုန္က်စရိတ္မ်ားသာျဖစ္၍ ေရာေထြးမမွတ္ယူေစလိုပါ။
၇။ ႏိုင္ငံတကာအလွဴရွင္မ်ား၏ပူေပါင္းကူညီမွဳျဖင့္ (၁၁-၆-၂၀၁၂) ရက္ေန႕မွစ၍ ကရင္ျပည္နယ္တစ္ခုလံုးအတြက္ ကိုယ္စီလိုအပ္ခ်က္မ်ားအပါအ၀င္ ကတ္ျပားထုတ္ေပးျပီးသည္အထိ One Stop Service ျဖင့္(အခမဲ့) ကြင္းဆင္းေဆာင္ရြက္ေပးေနပါသည္။
၈။ ၂၀၁၃ခုႏွစ္၊ မတ္လ ၁ ရက္ေန႕မွစ၍ ႏိုင္ငံတကာပူးေပါင္းေဆာင္ရြက္မွဳျဖင့္ ကယားျပည္နယ္ (၈)ၿမိဳ႕နယ္၊ တနသၤာရီတုိင္းေဒသႀကီး (၁၀) ၿမိဳ႕နယ္၊ ပဲခူးတိုင္းေဒသႀကီး (ေက်ာက္ႀကီးၿမိဳ႕နယ္၊ MPS၊ စီမံကိန္းနယ္ေျမ) ပအိုး၀္ ကိုယ္ပိုင္အုပ္ခ်ဳပ္ခြင့္ရေဒသ (၃)ၿမိဳ႕နယ္ႏွင့္ ၿမိဳ႕နယ္ခြဲ (၂) ခု၊ မြန္ျပည္နယ္ (၇) ၿမိဳ႕နယ္တြင္လည္း One Stop Service ျဖင့္ အခမဲ့ကြင္းဆင္းေဆာင္ရြက္ေပးသြားပါမည္။

၁၀။ အေသးစိတ္သိရွိလိုပါက သက္ဆိုင္ရာၿမိဳ႕နယ္ရံုးမ်ားတြင္ စံုစမ္းေမးျမန္းႏိုင္ပါသည္။
၁၁။ ေက်နပ္မရွိပါက ေနျပည္ေတာ္ဦးစီ (ရံုးခ်ဳပ္) သို႕လူကိုယ္တုိင္ျဖစ္ေစ၊ ျပန္လည္ရွင္းလင္းေပးႏိုင္ရန္ တိုင္ၾကားသူ၏ လိပ္စာအျပည့္အစံုျဖင့္ ဖုန္းနံပါတ္ ၀၆၇-၄၃၁၀၁၆ ႏွင့္ ၀၆၇-၄၃၁၀၄၄ သို႕ျဖစ္ေစ တိုက္ရိုက္တိုင္ၾကားႏိုင္ပါသည္။အၾကံျပဳခ်က္္မ်ားကိုေလးစားစြာလက္ခံပါမည္။
၁၂။ ႏိုင္ငံသားျဖစ္မွဳသည္ ႏိုင္ငံေတာ္အခ်ဳပ္ျခာအာဏာ၏ အစိတ္အပိုင္းတစ္ရပ္သာျဖစ္ပါသည္။ သို႕ပါ၍ အခ်က္အလက္မျပည့္စံုပါက လိုအပ္သည့့္အခ်ိန္ရယူရပါေၾကာင္း ႀကိဳတင္အသိေပးအပ္ပါသည္။
