Myanmar: Press bill falls far short of international law and would leave press open to abuse-BURMESE /ENGLISH
The press bill published on Wednesday in state-run media is deceitful, undermines the right to free expression, gives the appearance that the information ministry has power over the drafting of the media law and revives the draconian 1962 Press Act, which allowed journalists to be imprisoned for up to seven years, Eleven Media Group said today in a statement calling on journalists and their associations to denounce the draft law.
The press bill released by the Ministry of Information interfered in the drafting process currently underway by the Press Council, which was formed by the government with the task of drafting the law, the statement said.
Eleven Media called on all media groups and journalists to strongly oppose the bill published in state-run media yesterday and to only accept the media law currently being drafted by the press council.

Rebel ethnic armies to attend Shan national conference next month

Shan and Kayah armed groups will attend the Shan national conference in Lashio, northern Shan State, next month, representatives said.
Eleven political parties and 14 armed Shan and Kayah groups that have made peace with the government have been invited to the conference, according to the Shan National League for Democracy, which is organising the conference.
The political parties represent various ethnic groups – Shan, Kokant, Pao, Danu, Inn, Wa and Kayan – and the 14 armed groups comprise eight Kayah and six Shan armies, said league secretary Sai Nyunt Lwin.
“The situation between government army and Shan State Army will not disrupt the conference,” he said, referring to the armed clashes between government and ethnic troops that took place on February 19 and 20.
The clashes occurred between “low-level troops”, President’s Office Minister Aung Min said last week.
The theme of the Shan conference is “building trust for peace”. It is the second of a three-step process, Shan representatives said. The first step was a three-day meeting in Yangon last November and the third step will be a conference drawing representatives from all ethnic groups and the government.

သို့ရာတွင် ညနေ ၅ နာရီခွဲခန့်တွင် လူအင်အား ၁၅ဝ ခန့်သည် တုတ်၊ ဓားလက်နက်များ ကိုင်ဆောင်၍ ပြန်လည် ရောက်ရှိလာကြသဖြင့် ကန်ပေါင်တွင် လုံခြုံရေးတာဝန် ယူထားသော ဌာနဆိုင်ရာ ပူးပေါင်းအဖွဲ့နှင့် လုံခြုံရေးတပ်ဖွဲ့များက အေးချမ်းစွာ ပြောဆို၍ တားဆီးခဲ့သော်လည်း လိုက်နာခြင်းမရှိဘဲ ရဲတပ်ဖွဲ့ဝင်များနှင့် တိုက်ခိုက်မှု ဖြစ်ပွားခဲ့သည်။ လုံခြုံရေးတပ်ဖွဲ့ဝင်များက ခြောက်လှန့်ပစ်ခတ် လူစုခွဲ သော်လည်း လူစုကွဲမသွားဘဲ ညနေ ၆ နာရီမှ ၆ နာရီ မိနစ် ၅၀ ခန့်အထိ ဆက်လက် တိုက်ခိုက်မှုဖြစ်ပွားခဲ့ရာ လုံခြုံရေး တပ်ဖွဲ့ဝင်များဘက်မှ အရာရှိနှစ်ဦး၊ အခြားအဆင့် ၂၈ ဦးနှင့် အရပ်သား ၁၅ ဦးတို့ ဒဏ်ရာ ရရှိခဲ့ကြောင်း သိရသည်။

The Provincial Higher People’s Court of Yunnan also sustained sentences for the two otherMyanmar convicts, known by their Chinese names Zha Bo and Zha Tuobo. They were handeda death sentence with two-year reprieve and eight years in prison, respectively.
The six were convicted of intentional homicide, drug trafficking, kidnapping and hijacking by alocal court in Kunming, capital of Yunnan, in November.
Nicknamed “The Godfather,” Naw Kham was the boss of the largest illegal armed drugtrafficking gang on the Mekong River, which flows through China, Laos, Myanmar, Thailand,Cambodia and Vietnam. A fire fight broke out on 24 February from 2:30 to 3:30 P.M. between the RCSS/SSA and a column from Burma Army’s IB 66 based in Kholum, Southern Shan State, killing 5, including its leader, Col Kyaw Myint Htun. 8 assorted guns, a walkie-talkie and other military hardware were captured, according to SSA spokesman Sai Hsai Merng. He said that the RCSS has written to inform President Thein Sein that the intrusion of the Burma Army into its area has triggered the clash and that it is ready to hand over the captured weapons, if the government so desired

Renewed armed conflict between the Shan State Progress Party/ Shan State Army (SSPP/SSA) and Burma Army, which started last week continues sporadically even after President Thein Sein ordered its troops to stop offensive last Saturday, according to SSA news sources.
On 23 February, the Shan State Progress Party/ Shan State Army (SSPP/SSA) sent a letter to the President, containing six points, after which the Burma Army began to posture as if it was withdrawing, when in reality it was not doing anything of that nature.
Following the letter to the President, head of the north-eastern military command sent a message to Lashio SSPP/SSA liaison officer that the SSA should not ambush the Burma Army, while they collect their deaths.
“They were not just collecting their deaths and wounded but closing in on SSA positions. Also troops under the Military Operation Command 2 were reinforcing the area around Mong Awt, Mong Hsu Township. At the moment, military tension is on the rise around Wan Loi village and if armed conflict occurs it could be prolonged”, according to a SSPP/SSA officer.
