Statement with regard to conflict in

Rakhine State

 

1. In consequences of crimes in May and June, 2012, there occurred riots and arsons between groups of raging peoples, killing 50, wounding 54 and burning down 2230 houses and 14 religious buildings till 14 June. The incident also left 61,462 people homeless forcing victims to take shelter at relief camps.

2. To bring an quick end to those riots, Rakhine State government issued Article 144 of the Criminal Code of Law in some townships in Rakhine State, the President declared state of emergency by issuing ordinance in conformity

with the constitution and the government in cooperation with local people as well as Myanmar Police Force and Tatmadaw took measures to restore the rule of law and community peace and tranquility and as a result, stability could be restored in short period. The state of emergency was declared under the law with the approval of Pyidaungsu Hluttaw.

3. Some international organizations made criticism of the case, describing it as the abuse of human rights and even presented to the United Nations, making the Myanmar government to defend against those criticisms through every possible mean. At the same time, the government had to make efforts to acquire humanitarian aids for temporarily sheltering, provision of food and health care and rehabilitation of victims.

4. Again, riots erupted in Kyaukpyu, Minbya, Myebon and MraukU townships unexpectedly in Rakhine State, leaving 12 dead, 50 wounded, 1948 houses and eight religious buildings in ashes with substantial numbers of homeless people till 24 October, 2012.

5. Now is the time when Myanmar has achieved the support and international recognition of its drive for smooth transition in democratization process within the short period of time and when international community is watching ongoing progress in Myanmar with interest.

6. As rio ts and violence occurred again have a great impact on the national integrity and interest, effective measures will be taken for rule of law and community peace and tranquility with the collaborative efforts of Myanmar Police Force, Tatmadaw and local people. As it is learnt that there are persons and organizations who are conducting manipulation in the incidents in Rakhine State behind the scene, it is announced that they will be exposed and legal actions will be taken against them.

 

 

Four-killed-twelve-injured-and-many-missing-after-army-shoots-boat-in-kyauktaw

Sittwe: Four Arakanese were killed, twelve injured and many others are missing after the Burmese army fired simultaneous shots on an engine-boat driving on the upper Kaladan River in Kyauktaw in Arakan State.

A local elder told Narinjara that dead bodies from the incident are being kept in the public hospital in Kyauktaw and that he witnessed a youth’s dead body being brought to the hospital on Saturday morning when he was there.

“I saw the dead body of a youth identified as Maung Win Hlaing from Alaekyaun Village being brought to the hospital ”, said the elder.

He said that the dead body of Ko Tun Aye Thar, who was also killed in the army’s shooting, was brought to the hospital early morning on Saturday.

“There are now already four who were killed, twelve injured and others onboard that are missing after the army’s boat shooting”, he said.

The four who were found dead after the incident are identified as 28-year old Htwee Hla Sein, 23 year-old Oo Kyaw Hla, Ko Tun Aye Thar and Ko Maung Win Hlaing. They are said to be from the villages of Ton Ma, Lak Pru, Thar Se and Alae Kyaun in Kyauktaw Township.

The engine-boat driving in the Kaladan River was said to be shot with a barrage of bullets by the army from the river-bank near Taung Bwe Village in upper Kyauktaw Township around 4 pm on 25th of October.

“We cannot say why the army shot the boat, but it is likely that the army assumed the boat was coming to attack the Muslim villages. All people onboard the boat were killed, wounded and many are still missing because the army fired continuous shots at the boat from a close distant. There were over 30 people onboard and all the remaining ones are still missing”, said the elder.

Ten out of twelve injured in the incident have been already sent to Sittwe Hospital as their injuries are serious while the most serious among them identified as Ko Than Shwe is said to have been sent to Rangoon from Sittwe by air on Saturday.

The Arakanese death toll after violence began in the region has already reached eight in Kyauktaw Township—four of them were killed in army boat shootings while the four others were killed in army shootings and clashes with Bengali Muslims in Paikthe Lak Saung Kauk Village.

There are now 14 Arakanese who were killed in army shootings during this fresh violence around Arakan State—2 in Rathedaung, 2 in Minbya, 4 in Mrauk-U and 6 in Kyauktaw respectively. According to news reports, there are causalities in other violence-hit areas due to army shootings as well.

It has also been learnt that army shootings injured 12 Arakanese in Rathedaung Township, 15 in Kyauktaw Township and over 30 in other violence-hit areas in Arakan State.

An Iranian Parliamentary delegation will visit Myanmar early November in a bid to study the situation of the oppressed Muslim minority in the country.

Ebrahim Agha Mohammadi and Mansour Haghighat Pour, members of the Iranian Parliament’s National Security and Foreign Policy Commission, are among the members of the delegation.

းဌာနက ေျမာက္ဦးၿမိဳ႕နယ္အတြင္းေနတဲ့ ဘဂၤါလီ တဦးကုိ ေအာက္တိုလာလ ၂၇ ရက္၊ မနက္ပိုင္းအစီအစဥ္ အတြင္း အင္တာဗ်ဴးရာမွာ လက္ရွိျဖစ္ပြားေနတဲ့ ရခိုင္ပဋိပကၡကုိ ၿငိမ္းခ်မ္းေအာင္ ဘယ္လိုလုပ္မလဲလို႔ ဘဂၤါလီတဦးကုိေမးပါတယ

အဲဒီလို ေျပာဆိုခ်က္ကုိ ၾကည့္ျခင္းအားျဖင့္ ဘဂၤါလီေတြဟာ ေအးခ်မ္းစြာေနထိုင္လိုျခင္းဆိုတာထက္ သူတို႔ကိုယ္သူတို႔ ႐ုိဟင္ဂ်ာဆိုတဲ့ တိုင္းရင္းသား ျဖစ္ေရး၊ နယ္ေျမက်ဴးေက်ာ္ ပိုင္ဆိုင္လိုျခင္း ဆိုတဲ့ ရည္ ရြယ္ခ်က္က အျမစ္ေတြေနဆဲပါ။ တခါတေလမွာေတာ့ တိုင္းရင္းသား ျဖစ္လိုတာ မဟုတ္ဘဲ သူတို႔က ေအးခ်မ္းစြာပဲ ေနလိုတယ္လို႔ ေျဖဆိုတတ္ပါေသးတယ္။
ရခိုင္ျပည္တြင္းမွာ လက္ရွိေနထိုင္တဲ့ ဘဂၤါလီေတြအနက္ အမ်ားစု ဟာ သူတို႔ကုိယ္ သူတို႔ ႐ုိဟင္ဂ်ာလို႔ မသိေပမယ့္ ျပည္ပေရာက္ ႐ုိဟင္ဂ်ာ အမည့္ခံေတြနဲ႔ ျပည္တြင္းက ပညာတတ္၊ ႏိုင္ငံေရး နားလည္သူ ဘဂၤါ လီတခ်ဳိ႕ရဲ႕ တြန္းအားေတြ ေၾကာင့္ ရခိုင္ေဒသရွိ ဘဂၤါလီေတြဟာလည္းပဲ အဲဒီလူမ်ဳိးရဲ႕ အမည္ ကုိေျပာဆို အိမ္မက္ မက္ေနၾကပါၿပီ။
ရခိုင္ျပည္တြင္းပဋိပကၡ ႐ုတ္တရက္ ႀကီးထြားသြားၿပီး ရခိုင္တျပည္လုံးကုိ ျပန္႔ပြားသြားတာဟာလည္း အ့ံမခန္း ပါဘဲ။

အစၥလာမ္ ႏိုင္ငံ ၅၇ ခု ေပါင္းစည္း ဖြဲ႔စည္းထားတဲ့ အစၥလာမ္မစ္ ပူးေပါင္းေဆာင္ရြက္ေရး အသင္း(OIC) ကုိရခိုင္ျပည္တြင္း မွာသာမက ျမန္မာတႏိုင္ငံလုံး ကန္႔ကြက္မႈေတြ အၿပီးမွာပဲ ရခိုင္ပဋိပကၡဟာ ႐ုတ္တရက္ မီး ဟုန္းဟုန္းေတာက္ေလာင္ ေတာ့တာပဲ။
ဒီေတာ့ OIC ဖြင့္ခြင့္ ကန္႔ကြက္မႈကုိ မေက်နပ္တဲ့ ရခိုင္ေဒသက ဘဂၤါလီေတြေရာ ျမန္မာျပည္တြင္းက မြတ္စ လင္ေတြေရာ OIC အဖြဲ႔၀င္ႏိုင္ငံေတြကပါ ေက်နပ္မႈမရွိခဲ့ၾကပါဘူး။ အဲဒါေၾကာင့္လည္းပဲ ရခိုင္ပဋိပကၡ တေက်ာ့ျပန္ ျဖစ္ပြားေရး ကိစၥဟာ OIC ရဲ႕ ပေယာဂ မကင္းဘူးလို႔ မွတ္ခ်က္ျပဳလို႔ရပါတယ္။

OIC ဟာ လတ္တေလာမွာေတာ့ ရခိုင္ေဒသက ဘဂၤါလီေတြကုိ လူသားခ်င္းစာနာမႈေတြကုိ အေၾကာင္းျပၿပီး ျမန္ မာျပည္တြင္းမွာ႐ုံးဖြင့္ၿပီး လူမႈေရးလုပ္ငန္းေတြကုိ ကနဦး လုပ္ျပဖို႔ ရည္ရြယ္ထားပုံရပါတယ္။
OIC ရဲ႕ ေရရွည္ ရည္မွန္းခ်က္ စီမံကိန္း ကေတာ့ ရခိုင္ေဒသတြင္းက ဘဂၤါလီေတြ ႏိုင္ငံသားျဖစ္ေရး၊ ထိုမွတ ဆင့္ဘဂၤါလီေတြကုိ ႐ုိဟင္ဂ်ာဆိုတဲ့လူမ်ဳိးအျဖစ္ တိုင္းရင္းသား ျဖစ္ေရး၊ ထိုမွတဆင့္ တိုင္းရင္းသားေတြရဲ႕ ရသင့္ ရထိုက္တဲ့ အခြင့္အေရးေတြကုိ ေတာင္းဆိုၿပီး နယ္ေျမ ခွ်ဲ႕ထြင္၊ ဘာသာေရး ခွ်ဲ႕ထြင္ေရး လုပ္ငန္းစဥ္ေတြ ျဖစ္ဖို႔ ရည္းမွန္း ထားပုံရပါတယ္။
OIC အေနနဲ႔ ဘဂၤါလီဒုကၡသည္ေတြကုိ လူသားခ်င္းစာနာတဲ့ အကူအညီေပး႐ုံ သက္သက္နဲ႔ေတာ့ ႐ုံးခန္းဖြင့္ခြင့္ ရေရး ကိစၥကုိ ဒီေလာက္ထိ ေရးႀကီးခြင္က်ယ္ လုပ္ေနစရာ အေၾကာင္းမရွိေလာက္ပါဘူး။
ဘာေၾကာင့္လဲဆိုေတာ့ ႐ုံးမရွိရင္ လည္းပဲ အကူအညီေတြ ကုိယ္တိုင္ကိုယ္က်သြားေရာက္လွႈဒါန္းခြင့္ျပဳေပး ထားတာရယ္၊ အစိုးရက လည္းပဲ ကူညီမႈေတြကုိ လိုလိုလားလား လက္ခံၿပီး ဒုကၡသည္ေတြကုိ ေထာက္ပ့ံေပးေန လို႔ပါပဲ။
