The Battles Continue Unabated In Spite of President Thein Sein’s Order For a Halt

A meeting between the Burmese government officials and the civilians was held at the City Hall in Myitkyina on December 12th  2011. About 600 civilians, including the domestic journalists were present at the meeting.

The Secretary of the Kachin State offered 70 million kyat (about $ 70 thousand dollars)  assistance for the refugees to Hpauyam Bawk Ja, the director of State Education, Religion and Human Services,

The Minister of the Kachin State, Lajawn Ngan Seng addressed at the meeting, and he indicated that President Thein Sein has ordered the Burmese military a halt to the current offensive attack on the Kachin Independence Army (KIA) and their headquarters, Laiza. The written order to the military generals includes the current offensive campaign to be transformed into a defensive posture.

However, KLN correspondents in the war zone report that arm clashes are still breaking out across the Kachin State in spite of the order from the President. There was an intense battle broke out at the KIA’s 15th Battalion area between KIA and the Burmese soldiers on December 12th 2011. In addition, a local source informed KLN that there were (14) military convoys passing through the city of Namhkam around 9:00 a.m. to reinforce the attack against the KIA’s 3rd Brigade.

Kachin Land 13.12.2011:Three Tatmadaw helicopters flew to Tatmdaw Mu Bum outpost near Mai Ja Yang to drop the rations. The helicopters dropped bombs on the way back, but no casualty was reported today.around 3pm local time today

The talk about the halt of the war is yet to be actualized by the action of the Burmese military.

The United Nations’ Historic Arrival to the KIO’s Administrative Area

The officials from UNOCHA (United Nations Office for The Coordination of Humanitarian Affairs), UNICEF (United Nations International Children Emergency Fund), UNHCR (United Nations High Commissioner for Refugees), arrived Laiza, the KIO’s Administrative headquarter, around 3:30 p.m. local time on December 12th, 2011.

Four UN representatives, members of a Culture Group from Bamaw, and ministers from religious organizations reached Laiza with a fleet of 8 trucks loaded with aid goods. The vehicles that transport aids have been denied access to the area due to the “security reasons” in the past.

Since the war broke out, the number of refugees who fled from their homes has been rapidly increasing, and KLN learns that there are now over 50,000 refugees in different parts of the Kachin State, the Shan State, and along the Sino-Burmese border. Since the beginning, the refugees under the KIO’s administrative area have been assisted by the KIO, and the Kachins from abroad, inside Burma and China.

This is the first time that the UN has ever reached to the KIO’s administrative area.

New Mon State Party (NMSP)

IMNA – New Mon State Party (NMSP) has planned to organize peace talks with representatives of the Burmese government, said Nai Hong Sar, the General Secretary of the NMSP.
Minster of Myanma Railway U Aung Min and his group, who have been developing peace talks with ethnic armed groups, offered the NMSP to enter into a peace dialogue. Nai Hong Sar however, did not mention when they were offered.
He continued, “We don’t deny the offer and will have a talk. What we urge is to declare a nationwide ceasefire and as the next step, to develop a political dialogue between the central government representatives and our United Nationalities Federal Council’s (UNFC) representatives. We have known the state government does not have authority to discuss (with us).”
The UNFC was originally formed to include 12 ethnic armed groups, including the NMSP. At present it has 11 groups as two Kachin groups had combined, according to Nai Hong Sar.
In the previous month, the members of UNFC – Karen National Union (KNU), Karenni National Progressive Party (KNPP), Chin National Front (CNF) and Kachin Independence Organization (KIO) – have already met with Minister of Myanma Railway U Aung Min.
The NMSP has held peace dialogues twice before. The first talks were held with representatives of Mon State government in October in Ye. The second was with “Peace Agents” of Mon State government and was held at their headquarters.
The 8th Central Conference of the NMSP is due to be held this month. The ceasefire issue regarding the Burmese government will be the main topic of discussion during the conference, according to military issues advisor of the NMSP – Colonel Kao Rot (retired).
“It’ll be good if they meet before the central conference. If the meeting occurs after the conference, the decision might be changed,” he Colonel Kao Rot continued.
The NMSP entered a ceasefire agreement with the Burmese government in 1995. In September of 2010, after the military government coerced the NMSP to transform into the Border Guard Force (BGF), the agreement was broken.

Burma’s Union Election Commission (EC) Allows NLD Registration

Burma’s Union Election Commission (EC) has allowed an application to register as a political party filed by the National League for Democracy (NLD), landslide winners of the 1990 general election and led by Nobel laureate Aung San Suu Kyi.

The New Light of Myanmar, a state-run Burmese, reported on Tuesday that the EC had permitted the NLD’s application for registration as a political party in accordance with the commission’s rules and regulations.

Nyan Win, a spokesperson for the NLD, said that the party had submitted its application on Nov. 25. He said that there are two steps to register as a political party, and that the NLD has passed the initial step. The second step, he said, was the registration process itself.

Speaking to The Irrawaddy on Tuesday, Nyan Win said, “According to the law, the EC inspects the backgrounds and profiles of the 21 members who are listed on a party’s application form. They also investigate whether there is any connection between the party and an illegal organization based in a foreign country.”

He said that a selected number of party members will be sent to Naypyidaw next week to oversee the second step of the party’s application process.

The NLD was dissolved by the EC on Sept. 14, 2010, by the EC for refusing to register for the 2010 general election. The EC also announced that day that the NLD would no longer be permitted take part in any form of political activity.

Assuming the registration process is completed successfully, the NLD says it will participate in the upcoming by-elections, no date for which has yet been announced. It said it will compete in all 48 available constituencies.

Despite the fact that the NLD won the country’s 1990 election by a landslide, the party was never allowed to take power by the military junta.

On Sunday, NLD leader Suu Kyi met for an hour with Khin Aung Myint, the head of the Upper House of Parliament. Nyan Win said that Khin Aung Myint previously remarked in October that he recognizes the 1990 election result.

The NLD spokesman said that Sunday’s meeting between Suu Kyi and Khin Aung Myint was an informal affair, more akin to a “chat among friends.”

The NLD also announced on Monday that it was changing its logo to that of a fighting peacock. Its previous emblem was a bamboo hat, which it successfully employed as a politicking tool when campaigning for the 1990 election.

The fighting peacock symbol is perhaps better known as the logo of the All Burma Students’ Democratic Front and the All Burma Federation of Student Unions.
