Sao Yawd Serk, leader of the Shan State Army, in his written message to the public forum opposing the constructing of a coal-powered plant in Mongkok, Monghsat township, opposite Chiangrai, blamed both Naypyitaw and the Thai company concerned for not consulting the people before embarking on the venture.
