Pressrelease:IPU EXAMINES ABUSES OF LEGISLATORS’ RIGHTS IN 35 COUNTRIES

Senator Rosario Green (Mexico), President of the Inter-Parliamentary Union (IPU) Committee on the Human Rights of Parliamentarians, presented her report to the IPU Governing Council on the last day of the 123rd IPU Assembly. The Committee has examined the individual predicament of 306 parliamentarians in 35 countries. These include the public cases of 118 legislators in Afghanistan, Bangladesh, Burundi, Cambodia, Colombia, Ecuador, Eritrea, Iraq, Lebanon, Madagascar, Malaysia, Mongolia, Myanmar, Palestine/Israel, Philippines, Russian Federation, Rwanda, Sri Lanka, Turkey and Zimbabwe.

At a press conference held after the presentation of the report, the Committee President, accompanied by Canadian Senator Sharon Carstairs (a former President of the Committee), focussed on cases concerning Cambodia, Eritrea, Myanmar and Rwanda.

In her report to the IPU Council, Committee President Green referred in particular to the situation in Myanmar. “In a little over a month” she said, “the citizens of Myanmar will take part in elections, the first in twenty years. This should be a reason for joy, but it is not. In Bangkok, the IPU called on the Myanmar authorities to do everything possible to ensure inclusive, free and fair elections. There are currently 2,100 political prisoners still waiting for their release. This includes the twelve parliamentarians whose cases are being examined by the IPU and who remain imprisoned for merely having exercised their freedom of expression. They have all been sentenced on the basis of legal proceedings which blatantly disregarded their right to a fair trial. They are not the only ones, however, who are excluded from the political process. In the past, the Committee examined many other cases of parliamentarians in Myanmar who at one time or another ended up in prison for speaking their minds. Burma junta urged to free 12 jailed MPs

The world association of parliaments on Wednesday called on Burma to immediately release 12 lawmakers from jail ahead of elections next month.

In a resolution, the human rights committee of the Inter Parliamentary Union (IPU) urged Burma’s military junta to “immediately and unconditionally end their incarceration.”

“Twelve parliamentarians are continuing to languish in prison simply for having exercised their rights to express themselves,” it said.

The committee raised “serious doubts” about the junta’s desire to ensure that the historic elections were a “sincere” reflection of the will of Burma’s people.

Mexican senator Rosario Green, the head of the committee, underlined that the 12 were among 2,100 political prisoners on the country.

“They have all been sentenced on the basis of legal proceedings which blatantly disregarded their right to a fair trial,” she said.

Green said that in the past the IPU’s watchdog had examined “many” other cases of parliamentarians in Burma “who at one time or another ended up in prison for speaking their minds.”

“None of them can stand in the elections, because all those who have been the subject of a conviction are automatically disqualified,” she added.

On Tuesday, European and Asian leaders at an EU-Asia summit in Brussels joined forces to urge Burma’s junta to release political prisoners and ensure that the November 7 elections were free and fair.

Critics have dismissed the elections as a sham due to the exclusion of opposition leader Aung San Suu Kyi, who is under house arrest, and her National League for Democracy (NLD) party.

Up until now, there are 12 Members of Parliament in the junta’s notorious prisons. They are namely – (1) Dr.Kyaw Kyaw (NLD, arrested            18- 09-2002); (2) Khun Tun Oo (SNLD, arrested 09-02- 2005); (3) Kyaw Khin (NLD, arrested 25-02-2005); (4) Kyaw Min (NDPHR, arrested 17-03-2005); (5) Kyaw San (NLD, arrested 17-03-2005); (6) Khin Maung Win (NLD, arrested 31-03-2006); (7) Than Lwin (     NLD, arrested 29-09-2007); (8) Win Myint Aung (NLD, arrested 28-04-2008); (9) Nyi Pu (NLD, arrested 12-08-2008); (10) Dr.Tin Min Htut (NLD, arrested 12-08-2008); (11) Kyaw Khaing (NLD, arrested 13-07-2009) and (12) Saw Hlaing (NLD, arrested 30-03-2005).

The junta announced last week that Suu Kyi, a Nobel Peace Prize laureate, would be released after the country’s first elections in two decades.

The IPU is an association of 155 parliaments from around the world.

Green said her human rights committee had examined the cases of 305 parliamentarians from 35 countries, notably including disappearances in Eritrea and Rwanda.

၄င္း၏ေျခေထာက္ဒဏ္ရာမ်ား ခြဲစိတ္ၿပီးျဖစ္ေၾကာင္း၊ အ႐ုိးတစ္ေနရာ၌ စတီးျဖင့္ဆက္သြယ္ထားရၿပီး ကုန္က်စရိတ္ ဘတ္ေငြတစ္သိန္းေက်ာ္႐ွိသည္ဟု ေျပာသည္။

ယခုလ (၆) ရက္ေန႔၌ ရေနာင္းၿမဳိ႕တြင္ ျမန္မာႏုိင္ငံသားတစ္ရာေက်ာ္ခန္႔အား ျမန္မာယာယီပတ္စပုိ႔ျပဳလုပ္အၿပီး မဟာခ်ဳိင္သုိ႔အျပန္ခရီးတြင္ ကားဘီးေပါက္၍ တိမ္းေမွာက္ခဲ့သည္ဟု ကာယကံ႐ွင္မ်ား ေျပာသည္။

ထုိမွန္လုံတိမ္းေမွာက္မႈေၾကာင့္ မွန္လုံယာဥ္ယာဥ္ေနာက္မွ လုိက္ပါေမာင္းႏွင္လာေသာ ကုိယ္ပုိင္ယာဥ္ငယ္တစ္စီးက ဝင္တုိက္မိျပန္သျဖင့္ ယာဥ္ေပၚပါႏုိင္ငံျခားသား(၃) ဦးလည္း ပြဲခ်င္းၿပီး ေသဆုံးမႈျဖစ္ေပၚခဲ့သည္ဟု အဆုိပါလူနာကိစၥမ်ားအတြက္လုိက္ပါေဆာင္႐ြက္ေပးေနသူ ျမန္မာေအးဂ်င့္တစ္ဦးက ေျပာသည္။

ျမန္မာေရြ႕ေျပာင္းအလုပ္သမားမ်ားကားေမွာက္မႈသတင္း မၾကာခဏျဖစ္ေပၚခဲ့ေသာ္လည္း ယာယီပတ္စပုိ႔ျပဳလုပ္သူမ်ား ကားေမွာက္သည့္သတင္းမွာ ယခုပထမဆုံးအႀကိမ္ျဖစ္သည္ဟု သိရသည္။

၄င္းအေျပာအရ ၿပီးခဲ့သည့္ေအာက္တုိဘာလ(၅) ရက္ေန႔ ညေနပုိင္းတြင္ မဟာခ်ဳိင္ၿမဳိ႕မွ မွန္လုံအျမန္ယာဥ္(၃) စီးျဖင့္ ရေနာင္းၿမဳိ႕သုိ႔ ထြက္ခြာခဲ့ၿပီး ယာယီပတ္စပုိ႔ကုိ ယမန္ေန႔၌တစ္ရက္ႏွင့္အၿပီး ျပဳလုပ္ခဲ့ရာ ယခုအျပန္ခရီး၌ ယာဥ္တိမ္းေမွာက္မႈျဖစ္ေပၚခဲ့ျခင္း ျဖစ္သည္။

၄င္းယာဥ္တိမ္းေမွာက္ရာတြင္ ထုိင္းႏုိင္ငံ၌အလုပ္ဝင္ေရာက္လုပ္ကုိင္ေနသူ ႐ွမ္းျပည္နယ္ေတာင္ႀကီးၿမဳိ႕ႏွင့္ ကရင္ျပည္နယ္ေကာ့ကရိတ္ၿမဳိ႕နယ္သား အခ်ဳိ႔လည္း႐ွိၿပီး မြန္ျပည္နယ္သားမ်ား အမ်ားဆုံးပါဝင္သည္ဟု သိရသည္။

: A vehicle carrying Burmese migrant workers crashed on the way from Ranong in southern Thailand to Samut Sakhon, this morning at 8 am. The vehicle’s passengers were returning from registering for temporary passports in Ranong.

About 39 migrant workers were injured in the accident, and were treated in Maekong hospital. The vehicle in question was traveling in a caravan of three buses. No deaths have been reported.

According to a witness from one of the other buses, the vehicle hit a pole in the road and swerved into a ditch.
