Wait and See for ASEAN Human Rights Commission
July 31, 2009
There are still many human rights violations committed by the State against its citizens in some ASEAN countries, especially Burma or Myanmar. While the ASEAN leaders are agreeing to form the ASEAN HR Commission, there is increased oppression by the SPDC against its opponents in Burma.
Daw Aung San Suu Kyi has been framed in her arrest as she did not commit any crime when an American got into her house. Many political analysts believed that she will be jailed for another 5 years until the SPDC completes their election and establish a stable government. While the SPDC is planning to hold the elections in 2010, there are still about 2000 political prisoners in jail. At the same time, the SPDC conducts a military offensive against the KNU, forcing thousands of Karen people have to flee from their native villages and take refuge in Thailand’s border camps.
How will the ASEAN leaders or the newly formed ASEAN HR Commission will handle human rights problems with the regime? Whether the new HR commission can appeal to the SPDC to stop these human rights violations is unknown. If the HR Commission is not effective, it is like a toothless tiger.
The people in Burma still think that the ASEAN’s HR Commission is similarly to UN HR bodies and agencies. They cannot totally persuade the SPDC to stop human rights violations against its citizens. We will have to wait and see.

Karen Youth Organisation-KYO Ler Per Her students had to flee from their IDP camp in Karen State after the attacks from DKBA and SPDC
Karen Youth Organisation works for the development of Karen youths. We support Karen youths in their struggle to attain freedom, equal rights and self-determination in a democratic federal union of Burma.
They want to study
KYO Ler Per Her students had to flee from their IDP camp in Karen State after the attacks from DKBA and SPDC. They came across the border to Thailand as new refugees and are working to re-build their dormitory, school and the refugee camp infrastructure. The school has not started yet because the building is not finished so the students cannot learn.
KYO Office Attacked Again
KYO continues to try and base itself in Karen State, close to the Karen youth, but SPDC and militia groups under its control keep attacking and forcing us out.
The first office (top photo) was located in Hta Law and was attacked by the KNU-KNLA Peace Council on 7 June 2007.
The second office (bottom photo) was located in Ler Per Her IDP camp and was attacked by DKBA and SPDC in June 2009. Once again KYO were forced to abandon the office and relocate.

Ministry orders checks on “black listed” tourists
by Nem Davies
Friday, 31 July 2009 19:30
New Delhi (Mizzima) – Tour agencies have been directed by Burma’s Ministry of Hotel and Tourism to check tourists applying for ‘Arrival Visa’ with the list of people banned from entering the country.
“The people banned are among those ‘black listed’ and the list is with the Immigration Department,” Ohn Myint, Deputy Director at Ministry of Hotel and Tourism in Naypyitaw, told Mizzima.
The notice states that persons included in the ‘black list’ will not be issued ‘Arrival Visa’. Tour agencies as such are required to submit one of three forms to the Immigration Department in Rangoon six days in advance, in order to provide time for checking the list.
A director of a popular tour agency in Rangoon said the screening of ‘Arrival Visa’ is being done mainly to check people involved in politics.
“We have to submit the bio-data of tourists, who apply for ‘Arrival Visa’ to the Immigration Department. They [immigration] mainly check tourist’s into politics. The “black list” is with them and it is confidential,” the director told Mizzima.
Though tourists can apply for normal visas at respective Burmese embassies abroad, it is mandatory for tourists, who face time limits in applying for normal visas, to connect with tour agencies in Burma to apply for the ‘Arrival Visa’.
“For people, who do not have time to obtain a normal visa, authorities issue ‘Arrival Visa’ but they need to get in touch with tour companies before they come. Every tour agent takes care of his guests,” a director at another tour agency in Rangoon told Mizzima. Continue reading “Ministry orders checks on “black listed” tourists”
