Sao Yawd Serk, leader of the Shan State Army, in his written message to the public forum opposing the constructing of a coal-powered plant in Mongkok, Monghsat township, opposite Chiangrai, blamed both Naypyitaw and the Thai company concerned for not consulting the people before embarking on the venture. The people of Chiangrai say the Kok river that runs through the city is at risk of contamination
