I want to say solemnly that this is the most promising time. There are two parts. From their side they have declared that they will build up the country in their own way. For our part, we are going to prove ourselves by working peacefully outside the parliament and among the people to fulfill their wants and for democracy, human rights and the freedoms.

The role of the Tatmadaw is important here. For that reason, since the formation of our League, we have been constantly striving for reconciliation, harmony etc. What I want to repeat to the Tamadaw today are not my words. When Bogyoke Aung San was leading the Tatmadaw, the rules of conduct for the soldiers were laid down by consolidating the extracts from his speeches giving to the members of the Tatmadaw and the people. There were sixty clauses which aimed for the primacy of the people over the Tatmadaw under a system of parliamentary democracy. Those rules are now extinct. Since the time when socialist democracy and socialist state were said to be built, the objective of building one party political system tainted all the civil services and our rules of conduct for soldiers vanished. Although “rules of civic conduct” were issued, they were nothing other than the aims for building one party socialist country.

From those rules of conducts laid down by Bogyoke Aung San, I want to point out two guiding principles that are still relevant to and very important for the Tatmadaw of today. One is “comrades, everything that you, the soldiers do to the people that is not in accordance with the people true desire, is wrong”. Another one is “comrades, everything let you do to the people that is in accordant with the true desire of the people is right”. That’s all. What I want to say to the soldiers is we want you to reconcile and fuse with the people and cohabit dearly. Therefore if you try to know the true aspiration of the people and fulfill them you can regain the popularity and esteem.

Another very important principle is “you the soldiers must know that if the people don’t smile it is because they dare not grimace”. People now cannot smile, they want to grimace but are frightened, do you understand? So I want to request the members of the Tatmadaw to look at the Middle East countries. See what have happened to long established dictatorships because of the true will of the people. You shall take lessons from those events and bared on the principle of reconciliation as propose by the League, work unitedly for the maximum happiness of the majority of the people and all the nationalities.
